Special Provisions for Special Groups

General Provisions for Fixed-Term Contract Work Staff Members

1. Fixed-term contract work provider is a person employed and assigned to work in a program or project for a specified period of time and the employment contract shall be terminated at the end of the contract or when the funds for the contract are terminated.

2. This Policy & Procedures on Employment of Staff: General Work Regulations is applicable to all fixed-term contracted work providers except the provisions under the following Chapters: Chapter V from Articles 5.1 to 5.4, Chapter VI at Articles 6.1, 6.2, 6.3, 6.6, 6.7, 6.8, 6.11 and Chapter VII at Articles 7.4 and 7.11

3. Article 13.2 through Article 13.5 are applicable to Fixed-Term Contract Work Staff Members.

SALARY AND SALARY ADJUSTMENT

1. Salary shall be paid in accordance with Fixed-term Contract Work Provider salary guidelines which are published separately (see Annex 5) .

2. Any salary increase and/or adjustment shall be given based upon performance and fund availability.

Annual Leave  

1. A fixed-term contract work staff member with contract of more than three months earns one day annual leave per month of service, and shall not be accumulated.

2. No payment in lieu of unused annual leave shall be allowed.

Medical Benefits  

1. Staff members shall be eligible to receive Medical Insurance Plan from the date of employment (see Annex 3) .

2. This medical insurance plan shall be extended to a staff member's legal spouse and dependent children under 18 years of age, with the maximum of 2 children. If the parents of children are both eligible to this medical insurance plan, only one may apply for this benefit. This extended medical benefit entitlement depends on the project fund availability.  

TERMINATION OF EMPLOYMENT

1. The fixed-term contract work staff member intending to leave before the end of his/her current period of appointment shall give a notice to the appropriate Institute officer at least two calendar months in advance, unless otherwise specified in the employment contract. The leave will be effective only with the approval of the Institute.

2. An employment contract of a fixed-term contract work staff member shall be terminated automatically on the expiry date specified in the employment contract without prior notice.
