A.I.T. and Chulalongkorn University – Thailand Urban Development Seminar Series

Seminar on THE PUBLIC PARTICIPATION APPROACH TO ENVIRONMENTAL PLANNING IN SAMUT PRAKARN PROVINCE by Dr. Somrudee Nicro, Director, Urbanisation and Environment Program, Thailand Environment Institute, Bangkok, on Thursday the 13 January, 2000, at 3.00 p.m. in Seminar Room 202, Faculty of Architecture Building, Chulalongkorn University, Phya Thai Road, Bangkok.

Much of the Bangkok urban area extends southwards from the BMA into Samut Prakarn Province where industrial development has attracted a large urban workforce and population. This secondary industry and urbanisation has brought problems of pollution (air, waste-water, solid waste and hazardous industrial waste) and the province was declared a pollution control zone by the Pollution Control Department of MOSTE in 1994. The urban land use and circulation ‘general plan’ prepared by the Department of Town and Country Planning was issued in June, 1994, for implementation.

In 1997/8 the Thailand Environment Institute, working through stakeholder groups, prepared three environmental action plans for the province. The groups included representatives of industry, business, local governments, communities and universities and NGO’s. The plans focus on reducing and managing domestic waste and industrial waste, and on creating more green areas in the province. Dr. Somrudee will report on the process of participatory plan-making, the progress of implementation since 1998, and the lessons learnt from this ‘experiment’ in urban environmental planning.
