We have been informed that the special session of the former AIT Board
of Trustees called by former Vice Chairperson of the Board, Professor
Shinichiro Ohgaki on 12th December 2012, has now been postponed. The
Ministry of Foreign Affairs Thailand (MoFA) and the AIT Council had
agreed and charted a way forward to solve the issues regarding
reaffirmation of the validity of AIT degrees and the release of the
flood rehabilitation and student scholarship funds. We would therefore
like to request that the Ministry of Foreign Affairs of Thailand
formally call for a one off session of the former AIT Board, to address
the two issues as discussed and as agreed between the AIT Council and
MoFA Thailand. As a way out of the current impasse, AIT remains
positive that such a one-off special meeting of the former Board would
help resolve the pending issue of reaffirmation of validity of AIT
degrees and release of flood rehabilitation and student scholarship
funds.
I would like to urge all the governing institutions, Ministry of
Foreign Affairs Thailand, Office of Higher Education Commission
Thailand and the AIT Council to solve the problems that the AIT
students and the AIT community are facing at the earliest.
Background to the changed global structure, Thailand and
AIT
The past two decades have been a tumultuous one for the world and for
the Asian region. The fall of the Soviet Union coupled with the Asian
financial slump of the 90s changed the geo-political scenario and
impacted the higher learning landscape not only in Asia but also around
the world. These historical incidents heralded the beginning of
challenging times for unique education institutions like AIT, which was
always primarily dependent on donor funds to function and pursue the
objectives that it was established for.
Unfortunately, in spite of its international character, AIT has not
been immune from the challenges that have affected the host country,
Thailand, e.g., continuing internal political divide; allegations of
bad governance and corruption/cronyism by one faction against the
other; challenges over lack of transparency; and the worst flood in
generations.
Under the last two/three governments, under former prime
ministers/foreign ministers, and the former Board of Trustees, the
decision was made to reaffirm AIT’s truly international status and
historical legacy, with the intention that forward-looking governments
and individuals would revive the institute to help Thailand to position
itself as a regional and influential educational hub.
This would provide the opportunity to rebuild – and ideally
recapitalize – an institution that had become increasingly inward
looking, with reduced internationality in faculty and student
composition. This was a period when AIT’s support from international
donors was significantly decreasing, as the world of education and
development assistance had changed. This trend for AIT had started well
before the time when floods destroyed much of the AIT campus last
year.
Despite the best intentions of past Boards and the Thai government,
many were surprised, as I was, to find that AIT was in deep financial
crisis when I took over the reins of president in 2005.
However, now is not the time to rehash the decisions that past
governments and boards took to pursue for AIT. The reality is that
today, under the present government, decisions that had been made about
AIT with me as President are no longer tenable. AIT today is
increasingly divided, and increasingly inward looking. Some from the
former AIT board are pushing to get back on it, and others are now
using the occasion to disengage from AIT, as numerous other
institutions may provide more attractive opportunities to provide
support to education in developing Asia.
AIT Needs to Move Forward
Now is a time, with the New Year soon upon us, to move forward. With
that in mind, I have a number of announcements to make today.
Regardless of the procedures followed and their correctness,
pragmatism had prevailed and a special session of the former AIT Board
of Trustees was called for 12 December 2012. Although not convened by
Ministry of Foreign Affairs Thailand, my understanding was that MoFA,
as caretaker of AIT, was supportive of such a session. I called on
those attending to urgently address two crucial issues.
Since the meeting has been postponed, I encourage the governing bodies
to help resolve these issues at the earliest, as already mentioned
above.
Firstly, it is necessary to reassure AIT graduates, including those
from the past year that their degrees are reaffirmed as valid in
Thailand as they always were. I likewise called on the AIT Council to
reassure AIT graduates, including from the past year, that their
degrees are valid in Japan, in Sweden and in other countries that have
signed on to the new AIT Charter. Unfortunately, because of many
misunderstandings, the new AIT Charter seems to have caused so much
division, particularly among those fearful of a change from what had
been an unsustainable status quo.
Secondly, it is also urgent to release the already approved flood
rehabilitation funds to AIT, as well as already approved funds for
scholarships that were named after their Majesties the King and the
Queen. I and others were particularly surprised that the government and
AIT detractors would let internal divisions stand in the way of
scholarships for students, particularly those done to honor Their
Majesties.
AIT’s Future, Transition and Reconciliation
While my term as President ends on 30 June 2013, I would like to call
upon the Ministry of Foreign Affairs Thailand and the AIT Council to
come together to begin an expedited transition to a new President and
leadership team, one untainted by the recent disharmony and discord. I
look forward to working out what an expedited transition could mean
upon completion of the upcoming graduation ceremony. With good
governance and transparency in mind, this should include the formal
start of a search for a new president, using world class executive
search services. The next president, I believe, should again be chosen
openly and transparently, regardless of gender, ethnicity, religion or
nationality.
Even as I call for the beginning of an expedited transition, I urge
MoFA and AIT Council to look into, make public and settle the
substantive allegations against me, AIT management and the former
Board. Many rumors were heard this past year, on all sides. From
allegations that AIT was being sold off, to allegations that former
Board members were pushing personal business and other agenda. We must
clear the air and allow scope for reconciliation of differing
viewpoints.
Time will tell how AIT will move forward, particularly with little to
no financial support from governments. It may become just another Thai
institution, although one with a storied and tremendous heritage. It
may well become a division of our neighboring Thammassat University. Or
it may well become once again a respected institution that attracts
students not just from Thailand and the poorest nations of our
region.
It is a future though that will be shaped by self and national
interests of AIT’s most important stakeholders. In these last 7 years
under my administration’s watch and the guidance of the former Board
and current Council, including past Thai governments and Board Members
(H.E. Khun Anand Panyarachun, H. E. Dr. Tej Bunnag, Khunying Jada
Wattanasiritham, to name a few), we have seen AIT move forward in line
with AIT’s long-term strategy, a plan to make AIT stronger and more
international. While this vision may well now change, my hope, which I
know is shared by many alumni, is that tomorrow’s AIT will not simply
be an attempt to recreate a past long gone. Instead it will be an AIT
where alumni and students, regardless of nationality, and governments,
regardless of party, will once again attract the support of students,
governments and other stakeholders in Asia and beyond.
There is a saying that “revolution is easy, evolution is hard.”
Perhaps that applies here today at AIT, as I look forward to MoFA and
AIT Council in charting with me a transition to a better, stronger
AIT.
AIT is truly honored, proud and grateful to have been hosted by
Thailand over the past 53 years and for the strong and continued
support it has received, including from members of the Royal
Family.
In concluding, and as we celebrate His Majesty the King of Thailand’s
auspicious 85th birthday, please allow me to share His Majesty’s words
of wisdom and advice, which are also truly applicable to AIT’s case.
His Majesty’s words:
“I always believe that your compassion and good wishes to one another
will be a significant factor in creating a unifying force in any group
and also in the country. It’s the duty of everyone to help solve the
people’s troubles at full capacity, particularly people suffering from
floods at this moment. The most important thing is that there must be
no conflicts. Support each other as is needed to achieve goals for the
benefit of the people.”

สถาบันเทคโนโลยีแห่งเอเชีย (เอไอที)
เรื่องการยืนยันความมีผลสมบูรณ์ของปริญญาเอไอที และการจ่ายทุน
เราได้รับแจ้งว่าการประชุมวาระพิเศษของคณะกรรมการอำนวยการสถาบันเอไอทีชุดก่อน
ซึ่งเรียกประชุมโดยรองประธานคณะกรรมการฯ ศาสตราจารย์ชินอิจิโร โองากิ
ในวันที่ 12 ธันวาคม 2555 ขณะนี้ได้ถูกเลื่อนออกไป
กระทรวงการต่างประเทศของไทย และสภาสถาบันเทคโนโลยีแห่งเอเชีย
ได้เห็นพ้องกันและกำหนดเส้นทางเดินหน้าแก้ปัญหาเกี่ยวกับการยืนยันความมีผลสมบูรณ์ของปริญญาเอไอที
และการจ่ายเงินเยียวยาเนื่องจากอุทกภัยและทุนการศึกษาของนักศึกษา ดังนั้น
เราจึงขอให้กระทรวงการต่างประเทศของไทยเรียกประชุมคณะกรรมการอำนวยการสถาบันเอไอทีชุดก่อน
เพื่อวาระพิเศษนี้ครั้งนี้ครั้งเดียวโดยเฉพาะ
เพื่อพิจารณาปัญหาสองเรื่องนั้น

ให้แก้ปัญหาที่นักศึกษาและชาวชุมชนเอไอทีกำลังเผชิญอยู่โดยเร็วที่สุด
เบื้องหลังโครงสร้างโลกที่เปลี่ยนแปลง,
ประเทศไทยกับเอไอที
สองทศวรรษที่ผ่านมาเป็นช่วงเวลาอันวุ่นวายช่วงหนึ่งสำหรับโลกและภูมิภาคเอเชีย
การล่มสลายของสหภาพโซเวียต ผนวกกับสภาวะตกต่ำทางการเงินในทศวรรษหลังปี
ค.ศ. 1990 ได้เปลี่ยนสถานการณ์ทางภูมิศาสตร์การเมือง
และส่งผลกระทบต่อสภาพภูมิทัศน์ของการศึกษาระดับอุดมศึกษา ไม่เฉพาะในเอเชีย
แต่กระทบไปทั่วโลก เหตุการณ์ทางประวัติศาสตร์เหล่านี้เป็นสัญญาณล่วงหน้า
ถึงการเริ่มต้นช่วงเวลาที่ท้าทายสำหรับสถาบันการศึกษาที่มีลักษณะเฉพาะเช่นเอไอที

ข้อกล่าวหาเรื่องการบริหารผิดพลาดและการฉ้อราษฎร์บังหลวง/
การเล่นพรรรคเล่นพวก; ขาดความโปร่งใส;
อุทกภัยครั้งร้ายแรงที่สุดในหลายชั่วอายุคน
ภายใต้การบริหารของสอง/สามรัฐบาลที่ผ่านมา,
ภายใต้นายกรัฐมนตร/รัฐมนตรีกระทรวงการต่างประเทศคนก่อนๆ
และคณะกรรมการอำนวยการชุดก่อน
ได้มีการตัดสินใจให้ย้ำยืนยันสถานภาพระดับนานาชาติอย่างแท้จริง
และมรดกทางประวัติศาสตร์ของเอไอที
ด้วยเจตนาว่ารัฐบาลและบุคคลที่มองการณ์ไกลจะฟื้นฟูสถาบันฯ
เพื่อช่วยประเทศไทยจัดวางตำแหน่งของตนในฐานะศูนย์กลางการศึกษาที่มีอิทธิพลในภูมิภาค
–และใช้ประโยชน์อย่างดีเลิศ-
สถาบันซึ่งได้กลายเป็นสถาบันที่ถอยหลังลงไปเรื่อยๆ
โดยมีความหลากหลายเป็นสากลน้อยลงในสัดส่วนองค์ประกอบอาจารย์และนักศึกษา
นี่เป็นช่วงเวลาที่ความสนับสนุนแก่เอไอทีจากผู้สนับสนุนนานาชาติลดลงอย่างมาก
เนื่องจากโลกแห่งการศึกษาและความช่วยเหลือเพื่อการพัฒนาได้เปลี่ยนแปลงไป
แนวโน้มนี้สำหรับเอไอที
ได้เริ่มมาตั้งแต่ก่อนที่อุทกภัยจะทำลายพื้นที่ของเอไอทีไปมากเมื่อปีที่แล้ว
และรัฐบาลไทย หลายคนต้องประหลาดใจเช่นเดียวกับผม ที่ทราบว่า
เอไอทีอยู่ในภาวะวิกฤตทางการเงินถลำลึก
เมื่อผมรับช่วงตำแหน่งอธิการบดีในปี ค.ศ. 2005
อย่างไรก็ตาม
ขณะนี้ไม่ใช่เวลาที่จะปรับแก้มติที่รัฐบาลชุดก่อนและคณะกรรมการชุดก่อนๆ
ได้ทำเพื่อเอไอที ความเป็นจริงคือ วันนี้ภายใต้รัฐบาลปัจจุบัน
การตัดสินใจเกี่ยวกับเอไอที ที่ได้มีขึ้นโดยผมเป็นอธิการบดี
ไม่เป็นที่ยอมรับอีกต่อไป เอไอทีวันนี้แตกแยกมากขึ้น
และถอยหลังมากยิ่งขึ้น
บางคนจากคณะกรรมการฯเอไอทีชุดก่อนกำลังพยายามที่จะกลับเข้าไปอยู่ในคณะนั้นอีก
และบางคนกำลังใช้โอกาสนี้ในการถอนตัวออกจากเอไอที
เนื่องจากสถาบันอื่นอีกมากมายอาจให้โอกาสที่น่าสนใจมากกว่า
ในการให้ความสนับสนุนแก่การศึกษาในทวีปเอเชียที่กำลังพัฒนา
เอไอทีจำเป็นต้องก้าวต่อไป
ถึงเวลาแล้ว ที่จะต้องก้าวไปข้างหน้า เมื่อปีใหม่ใกล้เข้ามา
ด้วยความคิดดังกล่าว ผมมีเรื่องที่จะประกาศในวันนี้
ไม่ว่าจะถูกต้องตามขั้นตอนและถูกต้องในสาระหรือไม่
ปฏิบัตินิยมยังคงอยู่และการประชุมวาระพิเศษของคณะกรรมการอำนวยการสถาบันเอไอทีชุดก่อน
ได้กำหนดให้มีขึ้นในวันที่ 12 ธันวาคม 2012
แม้ไม่ได้เรียกประชุมโดยกระทรวงการต่างประเทศของไทย
ตามความเข้าใจของผมกระทรวงการต่างประเทศในฐานะผู้ดูแลเอไอที
สนับสนุนการประชุมเช่นว่านั้น
ผมได้เรียกร้องผู้ที่เข้าประชุมให้ดำเนินการกับปัญหาสำคัญยิ่งสองเรื่อง
เนื่องจากการประชุมถูกเลื่อนออกไป
ผมขอเรียกร้องให้คณะผู้บริหารในปัจจุบัน ช่วยแก้ปัญหาโดยเร็วที่สุด
ดังได้กล่าวแล้วข้างต้น
ประการแรก จำเป็นต้องให้ความมั่นใจแก่บัณฑิตของเอไอที
รวมทั้งบัณฑิตจากปีก่อน
ว่าปริญญาของพวกเขาได้รับการยืนยันว่าเป็นที่ยอมรับในประเทศไทยดังที่เคยเป็นมา
เช่นเดียวกันผมเรียกร้องให้สภาสถาบันเอไอทีรับรองแก่บัณฑิตของเอไอที
รวมทั้งบัณฑิตปีก่อน ว่าปริญญาของพวกเขามีผลเป็นที่ยอมรับในประเทศญี่ปุ่น
สวีเดน และประเทศอื่นๆ ที่ได้ลงนามในกฎบัตรสถาบันเอไอทีฉบับใหม่
น่าเสียดาย ด้วยความเข้าใจผิดหลายประการ
กฎบัตรสถาบันเอไอทีฉบับใหม่ดูเหมือนจะสร้างความแตกแยกอย่างมาก
โดยเฉพาะในหมู่ผู้ที่กลัวการเปลี่ยนแปลงจากสถานะเดิมที่ไม่ยั่งยืน
ประการที่สอง
มีความจำเป็นเร่งด่วนที่จะต้องจ่ายเงินเยียวยาเนื่องจากอุทกภัยซึ่งได้อนุมัติแล้วแก่เอไอที
และทุนที่อนุมัติแล้วสำหรับทุนการศึกษาซึ่งตั้งชื่อตามพระนามของพระบาทสมเด็จพระเจ้าอยู่หัวฯ
และสมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ผมและคนอื่นๆ
ประหลาดใจเป็นอย่างยิ่ง
ที่รัฐบาลและผู้มุ่งร้ายต่อเอไอทีจะยอมให้ความแตกแยกภายในมาขัดขวางทุนสำหรับนักศึกษา
เฉพาะอย่างยิ่งทุนที่จัดขึ้นเพื่อเฉลิมพระเกียรติล้นเกล้าล้นกระหม่อมทั้งสองพระองค์
อนาคตของเอไอที การเปลี่ยนผ่าน และการประนีประนอม
ขณะที่วาระการเป็นอธิการบดีของผมจะสิ้นสุดในวันที่ 30 มิถุนายน 2013
ผมใคร่เรียกร้องกระทรวงการต่างประเทศของไทย
และสภาสถาบันเอไอทีมาพบกันเพื่อเริ่มการเริ่งดำเนินการเปลี่ยนผ่านสู่อธิการบดีและคณะผู้บริหารใหม่
ที่ไม่ด่างพร้อยด้วยความแตกแยกและความบาดหมางที่ผ่านมานี้
ผมมุ่งหวังให้มีการหาข้อสรุปได้ว่า
การเปลี่ยนผ่านแบบเร่งด่วนจะหมายถึงอะไรบ้าง
หลังเสร็จสิ้นพิธีรับปริญญาที่กำลังจะมาถึง โดยคำนึงถึงความโปร่งใส
ควรจะรวมถึงการเริ่มสรรหาอธิการบดีคนใหม่อย่างเป็นทางการ
โดยใช้บริการาสรรหาผู้บริหารระดับโลก
ผมถือว่าอธิการบดีคนใหม่ควรได้รับเลือกอย่างเปิดเผยและโปร่งใสอีกเช่นกัน
ไม่ว่าจะเพศ เชื้อชาติ ศาสนา สัญชาติใดก็ตาม
แม้ในขณะที่ผมเรียกร้องให้มีการเริ่มการเปลี่ยนผ่านอย่างเร่งด่วน
ผมขอเร่งเร้าให้กระทรวงการต่างประเทศ และสภาสถาบันเอไอทีเข้ามาตรวจสอบ
เปิดเผยต่อสาธารณชน และจัดการกับข้อกล่าวหาผม คณะผู้บริหารเอไอที
และคณะกรรมการชุดก่อน ข่าวลือหลายอย่างที่ได้ยินกันในปีที่ผ่านมาจากหลายๆ
ทาง ตั้งแต่กล่าวอ้างว่า เอไอทีถูกขายทิ้ง
จนถึงกล่าวหาว่าสมาชิกคณะกรรมการฯชุดก่อนกำลังผลักดันธุรกิจส่วนตัวและวาระซ่อนเร้นอื่น
เราต้องขจัดความขัดแย้ง
และเปิดทางให้มีการประนีประนอมระหว่างทัศนะที่ต่างกัน
กาลเวลาจะบอกได้ว่า เอไอทีจะเดินหน้าต่อไปอย่างไร
โดยเฉพาะอย่างยิ่งเมื่อมีความสนับสนุนด้านการเงินเพียงเล็กน้อยหรือไม่มีเลยจากรัฐบาล
เอไอทีจะกลายเป็นเพียงสถาบันอีกแห่งหนึ่ง
แม้จะมีมรดกเป็นเรื่องราวยิ่งใหญ่
อาจจะกลายเป็นแผนกหนึ่งของมหาวิทยาลัยธรรมศาสตร์เพื่อนบ้านเรา
หรืออาจจะกลายเป็นสถาบันอันเป็นที่เคารพอีกครั้ง ซึ่งดึงดูดนักศึกษาเข้ามา
ไม่เพียงจากประเทศไทยและชาติต่างๆ ที่ยากจนที่สุดในภูมิภาคของเรา
ถึงกระนั้น นี่เป็นอนาคตที่จะกำหนดโดยตนเอง
และผลประโยชน์แห่งชาติของประเทศผู้มีส่วนได้ส่วนเสียที่สำคัญที่สุด
ในช่วงเจ็ดปีที่ผ่านมา
ภายใต้การดูแลของผมและการชี้นำของคณะกรรมการฯชุดก่อน
และสภาสถาบันชุดปัจจุบัน รวมทั้งรัฐบาลไทยและสมาชิกคณะกรรมการที่ผ่านมา
(อาทิ พณฯ อานันท์ ปันยารชุน, พณฯ ดร. เตช บุนนาค, คุณหญิงชฎา
วัฒนศิริธรรม)
เราได้เห็นเอไอทีเคลื่อนไปข้างหน้าโดยตลอดสอดคล้องกับยุทธศาสตร์ระยะยาวของเอไอที
นั่นคือ แผนการที่จะทำให้เอไอทีเข้มแข็งขึ้นและเป็นสากลยิ่งขึ้น
วิสัยทัศน์นี้อาจเปลี่ยนไปในตอนนี้ ความหวังของผม
ซึ่งผมทราบว่ามีศิษย์เก่าอีกหลายคนก็มีความหวังเช่นเดียวกัน
ว่าเอไอทีของอนาคต
จะไม่เป็นเพียงความพยายามสร้างอดีตที่ผ่านพ้นไปนานแล้วขึ้นมาใหม่
แต่จะเป็นเอไอทีซึ่งศิษย์เก่าและนักศึกษาปัจจุบัน ไม่ว่าสัญชาติใด
และรัฐบาล ไม่ว่าพรรคใด จะดึงดูดความสนับสนุนจากนักศึกษา
จากรัฐบาลและผู้กำกับดูแลในเอเชียและนอกเหนือเอเชีย
มีคำกล่าวว่า “การปฏิวัตินั้นง่าย วิวัฒนาการนั้นยาก”
บางทีคำกล่าวนี้จะใช้ได้กับเอไอทีในวันนี้
ขณะที่ผมหวังให้กระทรวงการต่างประเทศและสภาสถาบันเอไอที
ร่วมร่างแผนการกับผมเพื่อการเปลี่ยนแปลงไปสู่เอไอทีที่ดีขึ้น
แข็งแกร่งขึ้น
เอไอทีรู้สึกเป็นเกียรติ ภาคภูมิใจ และขอบคุณ
สำหรับการต้อนรับจากเจ้าบ้านประเทศไทยกว่า 53 ปี
และการสนับสนุนอย่างแข็งขันต่อเนื่องที่เราได้รับ
รวมทั้งจากสมาชิกแห่งพระราชวงศ์
ในท้ายที่สุดนี้ และขณะที่เราร่วมเฉลิมฉลองในวโรกาสมหามงคลเฉลิมพระชนมายุ
85 พรรษา ของพระบาทสมเด็จพระเจ้าอยู่หัวฯ
ผมขออัญเชิญพระราชดำรัสแห่งพระปรีชาญาณ
ซึ่งพ้องกับกรณีของเอไอทีอย่างแท้จริง พระราชดำรัสใจความดังนี้:
“ข้าพเจ้ามีความเชื่อเสมอมาว่าความเมตตา
ปรารถนาดีต่อกันนี้เป็นปัจจัยอย่างสำคัญ
ที่จะยังความพร้อมเพรียงให้เกิดมีขึ้น ทั้งในหมู่คณะและในชาติบ้านเมือง
